This large structure is the old Fairbanks coaling tower.  The square bunkers attached are for storing coal and keeping it thawed out.  
This was slide 39 on the roll of 36 so I was a bit lucky to get the partial image seen here.  Fortunately Kodak framed the remnant and I've been able to edit that down to a useful size.
